Importing from China to Morocco, step by step.

What you need before you order, how to pay the supplier, how the goods clear customs and what they really cost on arrival. With the official sources: ADII, PortNet, Office des Changes, MCINET.

In short

How do I import from China to Morocco?

You need a company entered in the commercial register, with an ICE, and an import licence taken out on PortNet and domiciled with your bank before you order. The goods are then declared to customs, usually by a licensed customs broker, and you pay customs duties, VAT and any compliance checks.

The steps

From order to delivery, in the right order.

  1. 01

A company with an RC and an ICE

To import, you must be entered in the commercial register (RC). Your ICE appears on the declarations: customs asks importers to give it to their supplier so that it appears on the bill of lading.

  2. 02

    Registering on PortNet

The single window for foreign trade. You need the articles of association, the RC, the signatory's ID document, the ICE certificate, a bank domiciliation certificate, the taxe professionnelle (business tax) and the RIB (bank details). Your login details arrive within 24 hours.

  3. 03

The import licence, before you order

Customs says it plainly: do not order anything without an import licence. The most common is the import commitment (engagement d'importation), entered on PortNet (Incoterm, tariff code, origin, weight, invoice) and domiciled with your bank.

  4. 04

    Paying the supplier

Through your bank, against the domiciled import licence. The Office des Changes allows a down payment of up to 30% of the value, and full payment in advance within a limit of MAD 200,000; the rest is in principle paid after customs clearance.

  5. 05

    Transport

Full container load, LCL / groupage for a small volume, or air freight. Door to door, it generally takes 45 to 60 days by sea and 10 to 15 days by air.

  6. 06

    The customs declaration

The declaration (DUM) is filed on BADR, the customs system, by you or your representative, usually a licensed customs broker. It must be filed within 45 days of arrival, and can be filed before.

  7. 07

    Duties, taxes, checks, then delivery

You pay the duties and VAT, the products concerned go through their compliance check, customs grants release and the goods can be delivered.

At customs

What you pay on top of the purchase price.

The exact amount depends on your product's tariff code: check it on the customs ADIL portal.

Import duty
Depends on the 10-digit tariff code: from 0 to 40% for industrial products, 2.5% being the most common rate. It is calculated on the CIF value: goods, freight and insurance.
Chinese origin
Morocco has no free trade agreement with China: Chinese products pay the standard duty, with no reduction.
Import VAT
20% at the standard rate; some products have a reduced rate.
Parafiscal tax
0.25% of the customs value.
Depending on the product
Domestic consumption tax, eco-tax on plastics, and anti-dumping duties on certain Chinese products.

Compliance checks

Some products are checked before they enter.

Lists from the Ministry of Industry (MCINET), updated on 20 February 2026. Food products fall under ONSSA, cosmetics under the medicines agency.

Checked at origin (certificate of conformity)

  • Low-voltage electrical equipment
  • Lamps and light fittings
  • Toys
  • Cables
  • Motorcycle helmets and safety footwear

Checked on arrival in Morocco

  • Ceramic tiles and cement
  • Taps and wood panels
  • Car parts: tyres, batteries, brake pads, glazing
  • Gas appliances
  • Clothing, phone chargers and power banks

No company

No company, or just a small order?

An individual without a commercial register entry is exempt from the import commitment up to MAD 20,000 a year; their bank then pays on presentation of their ID document, the invoice and the customs declaration. Above that amount, there is no simple route.

The solution is to buy delivered to Morocco: with DDP delivery, our sister company in Morocco imports in its own name, pays the duties and VAT, and delivers the cleared goods to you, against a Moroccan invoice in dirhams.
